What is it ?
The Board of Governors (Conseil d’administration / CA) settles on the Etablissement's business by issuing acts.
It notably determines the orientation of the Etablissement's policy, votes on the budget and approves transactions. (see article 12 of the DECREE NR. 90-1154, 19 DECEMBER 1990 (pdf - 24.40 ko) ).
The EPF is led by a director (the "executive") assisted by a team of 50 collaborators. The director prepares and executes the decisions of the Board of Governors (the EPF's "legislative" branch).
The Board of Governors meets at least twice a year. It is convened by its president, who also decides on the agenda and leads the proceedings.
The Board of Governors is made up of 32 governors representing the Nord-Pas de Calais region's local communities as well as professional and trade circles. These 32 governors have a right to vote: they most notably vote the Etablissement's pluriannual intervention programme (PPI), its budget and the annual amount of the special development tax. They designate 1 president and 7 vice-presidents who make up the Executive Committee.
Governors are designated by their assemblies of origin (conseil régional Nord - Pas de Calais, conseil général du Nord et conseil général du Pas de Calais, intermunicipal structures and consular chambers) for the duration of their mandate but within a 6-year limit. The Board of Governors is entirely renewed after regional elections.
