Fonctionnement

The EPF is led by its director Marc Kaszynski, named by a decree of the minister in charge of town planning.

The director is assisted by a team of about fifty collaborators distributed over two directorates, divided themselves in different services:

The Operational Directorate is the first contact of local communities requiring the EPF's assistance. It includes several services:

  • The "Programming and Evaluation" department proceeds to contractualise the relations between the Établissement and local communities and helps these develop their land strategies;
  • The "Land Action" department negotiates the purchase of the land and buildings necessary for the implementation of the local communities' projects, then proceeds to their sale;
  • The "Works" department carries out technical and environmental surveys on the sites to be purchased and proceeds to rehabilitation works on the purchased sites. It deals with polluted soils issues;
  • The "Assets Management" department manages assets while the EPF owns them;
  • The "Observation and Geomatics" department leads the workshop on land methods and carries out the Établissement's land-related research. It also houses the Public Platform for Geographic Information (PPIGE);
  • The "Environmental Intelligence" department focuses on environmental technology and research.

The Functional Directorate is in charge of the Établissement's support functions. It settles its administrative, legal and financial business and is made up of six departments:

  • General Resources;
  • IT;
  • Finance and Accounting;
  • Communication;
  • Legal Matters and Litigations;
  • Support to Procurement Contracts.

The Functional Directorate also leads European and international work and research groups.
