Negotiating and purchasing assets
The EPF negotiates and purchases assets located within the defined perimeter of operational conventions. First of all, these conventions must be approved by the EPF's Board of Governors and the ruling bodies of the concerned local communities.
The EPF negotiates and purchases all kinds of assets except those already controlled by the community, according to the following intervention protocol :
- The EPF carries out a land assessment
- If required, this assessment is complemented by a technical, environmental and legal survey of the assets
- The EPF contacts owners and informs them.
- The EPF requires an estimate of the assets' market value from the Service des Domaines
- The EPF negotiates and purchases the assets
- either amicably (this method of purchase being largely preferred by the EPF)
- by pre-emption
- or by compulsory acquisition
